EXA Infrastructure’s takeover of Aqua Comms unites key Atlantic cables, tightening control over critical data links between the US and Europe

EXA Infrastructure has completed the acquisition of Aqua Comms, consolidating ownership of several major transatlantic subsea cables at a time when digital connectivity between the US and Europe is becoming more critical.
The deal brings systems including AEC-1, AEC-2, CC-1, CC-2 and Amitié, also known as AEC-3, under EXA’s control. The cables connect the eastern US with Ireland and mainland Europe and form a central route for global internet traffic. They carry cloud computing workloads, financial transactions, streaming services and enterprise data.
As data volumes continue to rise, these cables are increasingly viewed as strategic infrastructure rather than passive assets. Demand is being driven by the expansion of cloud services, artificial intelligence and cross-border digital trade.
EXA said the acquisition strengthens network resilience. Subsea cables are essential but vulnerable, with faults or damage capable of disrupting large volumes of traffic. By combining Aqua Comms’ subsea assets with its own terrestrial fibre network across Europe, EXA aims to offer customers more routing options, stronger redundancy and improved service continuity.
The transaction also reflects a wider trend in the subsea cable industry. Assets once owned mainly by traditional telecom groups are being acquired by infrastructure-focused operators, often backed by long-term investors. These owners are seeking to build integrated networks that are simpler to manage and better suited to the needs of large cloud providers and multinational companies.
For customers, the immediate impact is expected to be limited but positive, with fewer network handovers and clearer operational responsibility. Over time, analysts expect regulators in the US and Europe to take a closer interest in consolidation across critical digital infrastructure, although no formal intervention has been announced.
Traffic growth across the Atlantic shows little sign of slowing. Remote work, data-intensive applications and new digital services continue to push demand higher. As a result, control over resilient and diversified subsea routes is becoming a growing source of strategic value for network operators and their customers alike.
