Global partners unite to strengthen submarine cable resilience

Global telecom leaders push stronger cooperation to safeguard undersea cables that carry the world’s digital traffic

Global telecommunications leaders are seeking closer cooperation to protect submarine internet cables following discussions at an international summit in Porto.

Government officials, regulators and infrastructure specialists met at the International Submarine Cable Resilience Summit to address concerns over the reliability and security of the undersea fibre networks that carry most of the world’s international data traffic. These cables underpin global communications, financial transactions and a growing range of digital services.

Participants said the strategic importance of submarine cable infrastructure has increased as digital economies expand. Stable cross-border connectivity is becoming essential for cloud computing, international data centres and global business operations.

During the meeting, the International Telecommunication Union worked with the International Cable Protection Committee to promote stronger coordination between governments and cable operators. The organisations encouraged improved monitoring of cable infrastructure, faster responses to outages and broader information sharing between national networks.

Industry experts noted that submarine cable systems face a range of risks. Maritime traffic, fishing activity and accidental anchor damage remain among the most common causes of disruption. Because cables often run through several jurisdictions, repairs can require complex international coordination between infrastructure owners and specialised repair vessels.

Officials said stronger partnerships could help reduce response times when disruptions occur and limit the economic impact of outages.

The summit also highlighted the growing pipeline of new submarine cable projects planned across multiple regions. Participants said closer collaboration between governments and industry would be important to ensure the long-term resilience of the infrastructure that supports global digital connectivity.
